Build a skyscraper in old Antioch downtown, why not?

Antioch is already a 100,000 population area. Walnut Creek and Concord already have high rise buildings up to 15 or more stories. I wonder about Antioch . Why not? It can be built close to the marina on L St area. Any developer interested?
