This project by the East Bay Regional Park District (EBRPD) would construct several upland fill areas as building sites for park facilities. The new fill areas would allow buildings to be constructed above the 100-year flood zone to avoid flood hazards. This project addresses only the importing of soil and site grading, not the development of the park facilities, which have been previously approved.
A fishing/observation pier, entry road, trail, restroom building, security residence and the first phase of the parking lot have already been built. The remaining facilities from the 2001 Land Use Plan that have not yet been built include educational buildings for the Delta Learning Center and Delta Discovery Experience, a trail bridge, outdoor picnic and activity areas, exhibits, landscaping, and additional parking, trails, roads and other park facilities.
This project will require approximately 60,000 cubic yards of clean fill (earth). The fill would be imported in dump trucks (an estimated 5,000-6,000 truck loads), arriving on Big Break Road via Highway 4/Main Street, and would be placed and compacted on the site. The ground level at the fill areas would be raised approximately 2-6 feet.
The project would start in early summer, and would take place over about six months. Project hours would be limited to weekdays between 7:30 a.m. and 5:30 p.m. Fill stockpiles would be treated regularly to prevent dust and erosion. Other measures will be included to minimize disturbance to park neighbors and ensure the protection of adjacent wetlands and wildlife.
A proposed Mitigated Negative Declaration of environmental significance has been prepared for the project. This certifies the EBRPD has determined that no significant environmental impacts are anticipated to be associated with the project.
