East County commuters lucky enough to be stuck on westbound Highway 4 Tuesday morning, April 27, were treated to a magnificent rainbow hovering above Willow Pass – a welcome break from the monotony of brake lights. It was one of the few times Press photographer Angelo Garcia, Jr. was grateful for slow traffic, allowing him to capture the spectacle without risking a truly gridlocking accident.
